Yesterday we were talking with another organization that is revising their 2009 staffing budget based on additional new hire reductions. CFOs and recruiters continue to complain about recruiting costs; CFOs say recruiting costs are always over budget and recruiters say there is never enough budgeted. Both complaints are caused by the same omission.

Let's look at how two airlines with identical routes budgeted their annual fuel usage. The first budgets using average gallons per trip, and the second using miles per gallon.
